The relevance of administrative training in fostering good governance within public administration is paramount, especially in the modern era where governance challenges are dynamic and increasingly complex. Effective governance demands that public administrators possess not only technical skills but also managerial competencies and ethical frameworks that enable them to navigate diverse challenges and implement policies effectively. Administrative training, therefore, becomes an essential element in equipping these professionals with the skills and insights required to enhance efficiency, accountability, transparency, and responsiveness—hallmarks of good governance.
The concept of good governance emphasizes processes that are transparent, inclusive, accountable, and effective. These attributes depend significantly on the capacity and commitment of the administrative personnel. Training provides the necessary upskilling in technical knowledge, legal frameworks, financial management, human resources, and information technology. However, beyond these technical dimensions, administrative training also instills values of integrity, equity, and public service dedication, which are crucial for ethical decision-making and public trust. When public administrators are adequately trained, they are better equipped to make informed decisions that align with the principles of good governance, ensuring policies are executed in ways that benefit the community fairly and effectively.
Moreover, administrative training has become more relevant in addressing the specific challenges posed by globalization, technological advancements, and increased public awareness. In many countries, public demands for transparency and accountability are on the rise, challenging administrators to deliver better services with limited resources. Through administrative training, officials are exposed to new methodologies, innovations, and best practices that make governance more efficient and adaptable. Research Scholar Schemes: A Catalyst for Academic Excellence and Societal Progress

Research scholar schemes play a pivotal role in nurturing academic talent, fostering innovation, and driving societal progress. These schemes provide financial support and resources to aspiring researchers, enabling them to pursue groundbreaking research projects. By investing in the next generation of scholars, these programs contribute to the advancement of knowledge, the development of new technologies, and the solution of pressing global challenges. However, the effectiveness of research scholar schemes depends on various factors, including adequate funding, rigorous selection processes, and supportive research environments. Also, Research scholars often face significant challenges due to societal responsibilities. Many, particularly women, are expected to balance academic pursuits with family obligations, including childcare and eldercare. Further, Male researchers are expected to enter into the actual life to bear the responsibilities of life etc. Financial constraints, stemming from limited scholarships and family financial burdens, further hinder their progress due to the non-availability of financial assistance.
To fulfil scholars research interests and to meet societal expectations, financial assistance is the only solution. This paper explores the importance of research scholar schemes, examines the challenges they face, and proposes strategies to enhance the research data and its impact. It also aims to explore how effective are the current selection criteria and evaluation processes for research scholar schemes in identifying and supporting high-potential researchers Research shall collect the data form the Ph.D. Scholars (with or without financial Aid) to make the effective recommendations on two issues: Firstly, regarding the inclusion of scholars in a financial Schemes and secondly, on the research data of the scholars which can be effectively use for the policy making. By addressing these challenges and optimizing these programs, we can empower young researchers to make significant contributions to the academic community and society as a whole.
Research Questions:
1. What are the challenges in securing adequate funding and resources for research scholar schemes and how do research scholars balance their research work with personal and family commitments?
2. How can financial schemes be designed to ensure equitable access for scholars from diverse backgrounds, including those from marginalized communities and underrepresented fields?
3. What guidelines should be in place to ensure the responsible use of funds and the integrity of research conducted by scholars?
Data Collections Methods:
Design surveys to gather information from research scholars about their experiences, satisfaction, challenges, and perceived impact of the scheme and conduct one-on-one interviews with research scholars, supervisors, and institutional administrators to gather detailed insights into their experiences and perceptions.
Government’s Policies for Queer Rights Protection in India and Response of the Local Bureaucracy

This paper raises fundamental issues about protection of queer rights through various policies of the government. Under the existing laws and change in government’s policies following a recent judgement of the Supreme Court of India in Supriyo Chakraborty vs. Union of India in 2023, the LGBTQ+ are entitled to many facilities like health care and banking without any discrimination. Taking the case of Bihar, the paper takes a critical view of the government’s approach to argue that what apparently are the policies for the protection of the queer rights exist in formal rules. However, the larger perception of the local bureaucracy and their approach towards the LGBTQ+ community becomes a hindrance in availing the LGBTQ+ community itself of these facilities. Based upon the information available in the public domain and interaction of the researcher with some of the members of the LGBTQ+ community and the NGOs that work for their cause like Naz Foundation and Dostana Hamsafar among others, the paper further argues that the whole aspect of creating or leaving space for the members of the queer group when it comes to allowing benefits even under the existing laws, the quality and responsiveness of India’s public services is determined by the perception of the local level bureaucracy that is grounded in the societal belief system. A just order or even an order where the LGBTQ+ community may have a genuine equality acceptable to the larger society can happen only when the whole belief system shall be rerouted through the prism of freedom for this community.
