Sometimes authors simply send their abstracts or papers by mail.
Or you have authors who were late submitting their paper, but you still want to include their submissions in the review process.

Is it possible for the admin to submit abstracts or papers / upload files on behalf of the author and to create an account for the respective author?

Yes, as admin you can create user accounts and submit papers on behalf of the author.

1. Please check first whether the person already has an account in the list of users:
Overview => User and Participant Management => List of All Users.
Enter the name or email address in the search box to see whether the user exists.

2. If there is no account listed, please click on Create "New User Account" on this page:
Overview => User and Participant Management
Please note that you cannot set the role "author" as it will be set automatically when  the paper has been submitted.

Click on "Submit and Begin With Submission of a Contribution" to submit the paper as next step.

To submit a paper for a user with a user account, go to the list of users:
Overview => User and Participant Management => List of All Users
Click on the button "New Submission" in the right-hand column (see screenshot).

You also find this link on the user details page that is shown when you click on the user name in the list of all users.

Submission on behalf of authors can also be carried out after the submission deadline has passed.

Hint:
There is also a special user status "Approved to Submit" that allows authors to submit papers after the deadline.
